The Bilkent University Library recently announced that it has made “read-and-publish” agreements with several publishers, effective for 2022.Read-and-publish agreements, sometimes called transformative agreements, are changing the business model of scholarly journal publishing. The separate costs of a subscription to read articles and the article processing charge (APC) to publish articles are brought together under a single agreement.

This system is beginning to drive the transition of journal publishing toward open access of the version of record. Read-and-publish agreements enable authors to publish via open access immediately on acceptance without the need for additional payment of the APC.

Bilkent University authors now have the opportunity to publish in this manner by means of the read-and-publish agreements the library has made with the following publishers: the American Chemical Society, Cambridge University Press, The Royal Society Publishing and Karger Publishers.

The open-access publishing model expands the reach of research outputs by making them freely accessible. The library’s read-and-publish agreements cover APC payments and provide free publishing for Bilkent authors who submit articles to journals of the above-mentioned publishers.

To be eligible for library-funded APCs, the corresponding author must have a Bilkent University affiliation, and the articles must be accepted for publication within the period of the agreement with the publisher in question.
